The private road via Tseung Kwan O Chinese Cemetery goes uphill and takes Section 3 of the Wai Yi Sin Trail. It takes less than an hour to reach the summit. The reason why Devil's Hill is called Fortress Hill is because it has Song Fu Fortress, Devil's Hill Fortress and Pokfulam Fort.
