Abashiri Prison Museum

The quality is very high. It's worth the 1500 yen admission fee. If you want to look around properly, 2 hours might not be enough. They have umbrellas to rent so you can enjoy it even in bad weather, so you can look around Hokkaido's nature on a clear day. They use mannequins to recreate the people of that time, so it feels very real. It feels like you're peeking into other people's lives, with scenes in courtrooms and prisons. As for crowds, I went in early September and was able to look around with almost no waiting time.
